Logon not possilbe (error in license check)

Dear All,

kindly help me when i login to our BI server with other user its give me license check error,

and when i am login to SAP* the login screen is hang and didn't response

i have also run the following step

sqlplus /nolog

conn /as sysdba

Delete from sapsr3.usr02 where bname='SAP*' and mandt='001';

commit;

but when i am login to SAP* the system is not responding.
