Download Manager on Windows 2012: Unable to write to the target file

I am unfortunately working on a system that is installed on Windows 2012.  I will say no more about my feelings for this product.  It stinks.  (Damn!)

 

I have created a folder on a local partition.  My user has full control assigned for the file system and the folder, and is a domain administrator.

 

The partition has 25GB of free space.

 

When Download Manager starts downloading, it tells me "Unable to write to the target file."

 

I am pretty sure this is a Windows issue (or rather a Windows ab-user issue) rather than a Download Manager (or indeed a Download Manager User) issue.

 

When I look at the properties for the folder, the Attributes checkbox (how can file permissions be reduced to a checkbox?) has a small square in it and "Read Only (Only applies to files in folder)"

 

Lets try to ignore this appalling piece of user interface design and work out if this has anything to do with my problem.  Why would I want a folder where all files are created read-only?  And why is that the default? And why can't I set the folder to be otherwise?

 

And most importantly, why can't download manager write to this folder?
