Error while calling Diagnostics setup web service

Hello,

I get this error at step "set authentication policy for agents " in System preparation step of Solution manager 7.1 SP7.

I have gone through the note 1663549 - Unsupported XStream found error but both the solution mentioned in the note were already properly set in the system.

Kindly request your help to solve the above.
