SAP_USER copy from BW7.1 to BW740

Dear Experts,

We have a requirement on User profile copy from BW7.1 on Unix to BW740 on HANA - and need your help:-

We tried the SAP_USER profile copy from BW7.1 on Unix to BW740 system but getting the error saying "Releases of export and import systems have to be identical"

Is there a other way to perform the user&profile copy from 1 system on different version and database to other on new version and database, without doing a full system copy?

Any help or more information required, please do reply.
